DRAFT Joint 2016 Stormwater Program “MS4” Permit Annual Report Released! Comments due May 20.

By June 1, regulated MS4/municipalities must file with NYSDEC an Annual Report which describes progress over the past year implementing requirements named in the MS4 Stormwater Permit. As required by the Permit, prior to finalizing the report, a DRAFT Annual Report is made available to the public for comment.

The links below point to the Joint Stormwater Coalition DRAFT MS4 Permit Annual Report for the Reporting Year ending March 9, 2016. Individual Annual Reports for all 12 Coalition members are included in the report, which due to its size has been broken up into sections.

The Annual Report itself is a standardized form developed by NYSDEC which can be explained in further detail upon request. Please use the website Public Comment interface to submit your comments and as needed to request a meeting. The public comment period ends May 20, 2016, 4pm and the FINAL Joint Annual Report will be posted after June 1.

Monitor Water Quality in Local Streams! Interested? Contact the Coalition today!

The Stormwater Coalition has selected several stream sites for monitoring by volunteers. Trained as local coordinators, Coalition or MS4/municipal staff will guide volunteers in data collection using WAVE, a citizen-based water quality assessment developed by the NYS Department of Environmental Conservation (NYSDEC). This biological data is used to assess water quality on wadeable streams, helping to detect changes in water quality over time and detect threats before they become a problem. The Stormwater Coalition is coordinating this volunteer initiative as part of their inter-municipal stormwater program. The monitoring sites are pre-approved by the NYSDEC state-wide WAVE Coordinator and the stream samples are submitted to NYSDEC for analysis.

The monitoring season ends September 30 and the Coalition has four sites which need monitoring. They are located in the following watersheds: Vly Creek which is a sub-watershed of the larger Normanskill; Vlomankill; Delphuskill; and Cohoes Crescent Bushkill, all located in Albany County.
